Accessibility statement
Saavutettavuusseloste: Oulunenergia.fi
The Act on the Provision of Digital Services 306/2019, also known as the Digital Services Act, came into force in Finland on April 1, 2019. The Act implemented the Accessibility Directive. Accessibility means the usability of digital services, ensuring that everyone can independently use online services.
The site's accessibility was audited in the winter of 2025, and the site is being developed based on the audit results. Our website is continuously developed to serve both current and future customers accessibly.
Status of Website Accessibility
This website partially meets the requirements of the Act on the Provision of Digital Services 306/2019. Non-compliance with the requirements and applicable exceptions are mentioned below.
Non-accessible Content
We are continuously working to improve accessibility. We update this statement as we correct deficiencies.
The following content and/or functions are not yet compliant with the requirements:
- Deficiencies in text alternatives: The header and footer contain graphical elements that lack text alternatives or have text alternatives in English. The text alternatives for the buttons in the homepage image carousel are in English. The social media share buttons on content pages also lack text alternatives (WCAG 1.1.1).
- Deficiencies in role and attribute markings: The role markings of menu elements are partially incorrect. Forms contain incorrect aria attributes (WCAG 1.3.1).
- Deficiencies in heading hierarchy: The footer headings skip several heading levels. Some content pages also have deficiencies in heading hierarchy (WCAG 1.3.1).
- Not all functionalities are available in different device orientations: The lowest menu elements are not accessible in horizontal interface orientation, such as when using a mobile device horizontally (WCAG 1.3.4).
- Deficiencies in link differentiation from other content: The breadcrumb trail and some content page links lack sufficient differentiation from surrounding text (WCAG 1.4.1).
- Deficiencies in contrast: The language selection in the header and the homepage content carousel do not meet the contrast requirements for text differentiation from the background (WCAG 1.4.3).
- Deficiencies in content enlargement: On some pages, 400% enlargement causes a horizontal scroll bar (WCAG 1.4.10).
- Content that appears on mouse movement cannot be closed with the keyboard: Menu elements cannot be closed with the keyboard (WCAG 1.4.13).
- Not all elements are navigable with the keyboard: Search results are not reasonably accessible with the keyboard, and the results are not communicated to assistive technology. Also, the arrow button at the bottom of the page for returning to the top is not keyboard accessible (WCAG 2.1.1 and 4.1.3).
- Deficiencies in visible focus: After accepting the cookie modification, the Cookie Settings dialog remains hidden, but the focus is still on that element (WCAG 2.1.1, 2.1.2, and 2.4.7).
- Deficiencies in assisted completion of personal data: Forms lack autocomplete attributes that would allow easy filling of personal data stored in the browser (WCAG 1.3.5).
- The title of the iframe-based newsletter subscription form is missing, and the form error messages are in English (WCAG 4.1.2).
- Automatically moving content carousel cannot be stopped, paused, or hidden (WCAG 2.2.2).
- Deficiencies in visible focus: Not all elements receive visible focus, making it difficult to navigate with the keyboard (WCAG 2.4.7).
- Deficiencies in the category buttons on the maintenance and interruption notice page: The buttons do not sufficiently stand out from the background, and the meaning and status of the buttons are not conveyed to assistive technology (WCAG 1.4.11, 4.1.2, and 4.1.3).
- Deficiencies in file link markings: The site contains some file links whose file extensions are not written as part of the link to identify the file link (WCAG 2.4.4).
