Can pipe putty and plumber’s hemp be used on the primary side?

No, they cannot.

On the primary side, it is recommended to use good quality pipe tape (Teflon tape) or sealing tape for threaded connections. The connection method must be approved for primary side design values of 120 oC and 1,6 MPa.
