The fixed fee for district heating is increasing as of 1/1/2025—district heating in Oulu is still cheaper than the national average

The total price of Oulun Energia’s district heating costs will increase by an average of 4.11 per cent as of 1/1/2025. The increase will only apply to the fixed fees, with no changes to the unit rate..

Oulun Energia’s district heating price increases in the last ten years have mainly been directed at the unit rate. The fixed fee covers the fixed costs of heat production and distribution, such as the construction and maintenance of power plants and the district heating network. It ensures that the district heating security of supply continues to remain at an excellent level in the future. After the increase, the fixed fees will account for 16.66 per cent of Oulun Energia’s total district heating sales, and the district heating fixed fee in Oulu will remain lower than the national average.
The fixed fee for district heating is determined by the metered water flow. This means that the invoicing of district heating is based on actual heating needs, not on the rateable value reported when joining the district heating network. The metered water flow model encourages concentrating on limiting peak power and consistent energy consumption. As customers reduce their peak consumption, Oulun Energia can produce district heat more reliably with new, cleaner, and more affordable forms of production, such as electric boilers and surplus heat, instead of using expensive and emission-producing fossil fuels.
